Africa Charts Bold Climate Agenda at the 13th CCDA in Addis Ababa

Addis Ababa, Ethiopia September 7, 2025

The 13th Conference on Climate Change and Development in Africa (CCDA-XIII) closed today in Addis Ababa with a strong call for a coherent, investment-ready African climate agenda ahead of the 2nd Africa Climate Summit and COP30.

In his closing address, Mr. Claver Gatete, United Nations Under-Secretary-General and

Executive Secretary of ECA outlined six priorities that will shape the Addis Ababa Declaration:
1️
Adaptation & Loss and Damage- urgent international support to close Africa’s $160bn annual adaptation gap.
2️
Science & Data - investment in climate data, early warning systems, and indigenous knowledge.
3️
Finance - reforms to reduce Africa’s high borrowing costs and promote innovative tools like green bonds and carbon markets.
4️
Just Transitions - expanding clean energy access for 600 million Africans while creating green jobs.
5️
Ecosystems - global recognition of Africa’s forests, wetlands, and savannahs as vital lifelines.
6️
Governance & Partnerships - stronger institutions, AfCFTA integration, and a united African voice.

“Africa is not waiting to be acted upon, we are shaping our destiny, leveraging our resources and bringing solutions to the world,” Mr. Gatete declared.

The outcomes will guide Africa’s common climate position at COP30 in Belém, Brazil.
